Textured solid broken (system specific) #33546

%%%On Blender 2.65.0 r52859 (the official version) on a card ATI HD3870, Win XP Professional SP3 version 2002, Textured Solid display is broken and also texture display in GLSL mode.

On Blender 2.64.0 r51232 (the official version) on the same system, it works.
Also tested on another relatively old card (Nvidia GeForce Go 6200), but there it worked.

It worked for a short time after changing Preferences > System > Windows Draw Method > No Multisample to something else, but that stopped to work after a restart and didn't work again (not recreatable).

I'm attaching a testing file and screenshots. %%%

%%%It doesn't work everywhere, but there is a check if the OpenGL extension is enabled before it actually gets enabled, so somehow that fails.

It appears there is a bug in the ATI drivers that requires glEnable(GL_TEXTURE_2D) to be set when generating the mipmap:

I've committed a workaround for that, Windows builds with that fix will be here soon (revision 53037 or newer). Could you test if enabling GPU Mipmap Generation works now?
