when I export my key config, Blender miss something, so when I import my saved keymap, something is not stored and went back to default.

- Steps for others to reproduce the error (preferably based on attached .blend file) ---

An example: Import my (attached) keymap, you can select by click+drag, right?
Whitout change nothing, export it and save with another name.
When you reimport the new file, you will notice that click+drag function is lost, and it is back to default Blender keymap.
