Hi,
as you can see in the attached blend there is a camera parented to an empty, and a cube parented to another empty for comparison
With the cube everything works as expected, the cube can be transformed freely while still responding to its parent empty transforms.
With the camera however there are two issues:

  • Panning the camera with "lock camera to view" enabled from inside the camera will move its parent empty!
  • using fly mode [shift+f] inside the camera doesnt work, the camera just tilts away and remains unmovable (with flymode)
    if then flymode is confirmed you can find the empty (with the camera) scaled down to zero%%%

lock camera to view works as it should now [with camera parent lock on or off], sorry I didn't know about the camera parent lock preference and that the parent was supposed to be transformed according to the child object in any case but a camera seems to be an exception here.

However, Fly mode doesn't work without Camera Parent Lock on, it will only as long as the parent is not transformed at all, otherwise the camera will jump as soon as you enter flymode and if the parent is rotated a bit its even worse as it will go spinning around in an uncontrollable way.
So in conclusion flymode isn't really working with parented cameras right now (it would be only usable with a totally unmodified parent which isn't going to be done by someone, as that's not what parenting is for.
I think the UI warning would actually work as an intermediate solution until the issues themselves with flymode+parenting get fixed. For example this kind of warning also appears when trying to fly with constraints (which is not a bug obviously, but just for comparison)%%%
