Apply a 2 keyframes to any change over time.
Apply a stepped modifier (stepping appears)
Apply a noise modifier on the stepped modifier. The stepping goes away and is replaced by a smooth noise profile.
You should be able to apply stepping before noise and expect some stepping to be retained as an additive effect.
Or
You should be able to apply stepping after the noise modifier and expect a random hold function (aliasing the noise curve).

%%%I'm not sure how the animation system can support this. The way fcurve modifiers are evaluated currently pretty much ignores their order and calculates eval times from the step modifier before anything else. Looks like this way of doing things can never really support such combinations ...%%%
