Blur size can't be set to 0 #38529

Short description of error
Blur node of Compositor can't be set to no influence the input by setting its X and Y values equal to zero, neither to set its size parameter to zero.

Despite the fact you can type 0 on these three fields, the computed value will be 1. The workaround it add a switch node and disable it when need to set blur effect to 0. When animating blur effect to zero, it's one more node to take care, witch reduces the workflow speed and require more attention.

Even with the possibility of set the node effect to 0, this scenario still could be improved. The hard transition from 0 to 1 in Blur's size is very noticeable, even more with Bokeh and Gamma enabled. The best would be to allow the inputs to be float, both X and Y and size parameter. This way could be possible to do a smooth transition between a big blur and no blur at all.

Lukastoenne okayed D305 but requires same fix to be applied to all blur operations. I'll be able to do this by Friday / Saturday.
