SHIFT+CTRL snapping not right in Graph Editor #42660

In the Graph Editor, select a key and move it. If you hold down CTRL then it snaps to 1 BU incremental steps as it should. When you hold down SHIFT+CTRL it should snap to 0.1 BU incremental steps, just like it does in the viewport, but it doesn't. It snaps to 1 BU and slows down the mouse to 10% for some reason.
