Exact steps for others to reproduce the error

  1. Open attached file.
  2. Hit G(translate) or S(scale) key and move cursor around edge.

Note: This bug is dependent on viewport resolution so you may be needed to zoom in or zoom out to find difference.

If I understand correctly, wasn't able to reproduce this issue.

The inset square snaps it's active vertex to the cursor position on the edge at all zoom levels that I tested.

Win 10 Pro
32 GB RAM
GeForce GTX 1080

I can confirm the bug on 2x RX 480 with latest driver and latest buildbot
I can also confirm that the bug wasn't in 2.78c, so it's a regression. I can't change the titel so I set to high as regression have higher priority.
I also had to zoom a lot more to trigger the bug.
