VSE: mp4/video won't work with mp3/audio #53003

Win7 64, GTX 770

Blender 2.79 96477be (possibly release as well)
Worked: Blender 2.78

When adding some mp4 files into Blender, the audio track is not loaded correctly. Upon manually adding any audio track, the audio track is placed to the left of the video track (on the above layer).
The audio clip's last frame is set at the render/scene's first frame The audio clip is also scaled smaller+stretched-wide. Right clicking the track to move it, only selects the right-handle, and in order to actually select the clip, you have to select all then deselect everything else.

It occurs in several files I've tried so far but not in 2.78.

Note: Only the video or audio file can be loaded; files added after the first, are made as buggy/damaged tracks.

The video files I'm using are music videos downloaded/ripped from Youtube. Their file sizes are 15-55mb; if necessary, I can upload them to a file host (preferably zippyshare)
but I didn't do it yet in case that's not allowed/needed.

Please find non stolen content that exhibits this issue, files that size you can just attach to this ticket no need to use 3rd party hosting. Marking as incomplete until a sample file is provided.

It should be fine to attach videos downloaded from https://www.youtube.com/user/BlenderFoundation/videos, if the issue can be reproduced with them.

If downloading youtube videos are "stolen content" then beyond a handful, I don't know what files on my computer are not stolen (and downloading the Blender videos would also be stolen then ).

  Download Flash & Video (red button) is an extension for Firefox.

  Those are three different videos available on youtube that doesn't load correctly. 

Loading videos in 2.79 is a hit or miss but if it misses, it will miss consistently (and afterwards), yet will load correctly in 2.78.
Loading the Veritasium video actually loads the sound but it loads it with the video strip (or in the background), like a meta-strip containing the video and the audio.

You can do on your computer whatever you want, i'm not here to judge, however having files publicly available on our server that violate copyright is not something we're super into.

If you could locate some CC0 licensed content that's problematic please do and attach it to this ticket

Okey... can confirm that when downloading both with 3th party software (jDownloader) and directly off of googlevideo.com/videoplayback.... (i.e. no remuxing) 2 of the videos demonstrate issues as shown initially in the bug report. (vevo is blocked from downloading)

The problem doesn't have to do with audio but the fact that when you add these videos to the VSE the frame rate is set to a negative value.

All the videos that cause this are Variable Frame Rate (VFR) but more specifically they all have one thing in common: the frame rates.

I tried to replicate this with some videos on Blender's Youtube Channel but no luck, all the videos I could find were Constant Frame Rate (CFR) so with the videos I had; I got to rendering. After a lot of rendering out different VFR videos it turns out that only a certain combination of frame rates causes this:

And then when I thought I was almost done here I tested a daily build.

Memory Cache limit is set to: 28000

From my testing only this exact frame rate causes this, no other frame rate would.

If someone could maybe rename this task to something like: VFR video in VSE setting negative frame rate as this has nothing to do with a problem with the audio.
