Can't jump to frame when using jack in A/V sync mode #67047

System Information
Operating system: Linux-4.19.0-2-amd64-x86_64-with-debian-10.0 64 Bits
Graphics card: AMD TAHITI (DRM 2.50.0, 4.19.0-2-amd64, LLVM 7.0.1) X.Org 4.5 (Core Profile) Mesa 18.3.6

Blender Version
Broken: version: 2.80 (sub 74), branch: master, commit date: 2019-07-15 20:44, hash: af51988115
Worked: (optional) blender-2.80-19dcb22a885d (maybe (2019-06-03)

Short description of error
After some operations (can't pinpoint exactly, I'm only importing an image sequence in VSE, setting frame rate, rendering some frames, ...) it's not possible anymore, from the VSE, to change the current frame when in Jack A/V sync mode.

Exact steps for others to reproduce the error
With the attached .blend, created on the latest alpha build from today:
Playing forward, with space, is fine.
When changing the time from another program (ardour in my case) whether playing or seeking to a particular timecode, it is reflected correctly in Blender.
But pressing left or right, clicking in the VSE timecode header, clicking in the timecode, setting a value for the "frame" field, none of those actually change the timecode.
When looking at jack status, I can see that the timecode is slightly changed (rounded ?) but with a delta so little that the current frame remains the same.
Once the value has been changed once, it won't change anymore but via an external jack client.
Switching to "No Sync" for playback makes so that all of the techniques above actually change the current frame in Blender.

On a fresh new .blend file, the problem doesn't appear immediately but after some operations only (import image sequence, set frame rate, rendering). Reverting the frame rate to the default 24fps (from the 23.98fps I use) doesn't fix the issue.
