Short description of error
[Press Ctrl + O to open the file explorer and maximize it, you cannot see the File Name text box]
Exact steps for others to reproduce the error
1 Press CTRL + O or CTRL + S to open the file explorer
2 Maximize the window
3 The text box to give your file a name will back the window menu bar, and will not show if you hide the menu bar.

And easy fix will be to move the File Name text box to the top like it was in 2.7x

Cannot reproduce this on linux, since gnome doesnt let you maximise this temporary window.
