Overlay windows show on the wrong monitor with smaller or larger-than-normal window size #87052

System Information
Operating system: Windows-10-10.0.19041-SP0 64 Bits
Graphics card: GeForce RTX 2080 SUPER/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 461.92

Monitor 1 - 4k resolution set as main display, with 150% scaling set in Windows Prefs
Monitor 2 - HD resolution, 100% scaling

Short description of error
Blender overlay windows (preferences, file open/save) seem to prefer to open on whichever window is set as main display in windows preferences, even if the main Blender window is on another Monitor. The overlay window sizes are also scaled up or down depending on the relationship of the scaling between the two monitors.

When opening blender, it always opens on the main monitor. When moving the Blender window to monitor 2, the overlay windows continue to display on Monitor 1, in a smaller than the default window size. This seems to be true for preferences, and file save/open

If I don't resize the window and then I open it again, it's even tinier

Exact steps for others to reproduce the error

  • run in command prompt blender --factory-startup
  • once blender opens, move it to the Monitor 2, in this case HD resolution monitor
  • ctrl+s to save file
  • overlay window shows continue to show on Monitor 1
  • manually enlarge the window, move to monitor 2, then cancel and close the window
  • ctrl+ s to save the file again
  • this is the resulting size of the window, which is again, on Monitor 1 image.png
  • cancel, ctrl+s again and this is the resulting window size on Monitor 1 image.png
  • repeat a third time, cancel, save as, and the resulting window size on Monitor `image.png

Here the preferences window:

If Blender's main window is on Monitor 1, the overlay windows appear to be the correct size and appearing on Monitor 1

If Monitor 2 is set as main display, and working with Blender on Monitor 1, then again, the overlay windows seem to go to whichever display is set as the main one, so in this case to Monitor 2. Also, in this case, the overlay windows seem to be 150% larger than normal.
