System Information
Operating system: Windows-10-10.0.19041-SP0 64 Bits
Graphics card: GeForce 820M/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 353.82

Blender Version
Broken: version: 2.93.0, branch: master, commit date: 2021-06-02 11:21, hash: 84da05a8b8

Short description of error
Unable to swap between main windows and new windows, but able to swap between new windows.

Exact steps for others to reproduce the error

  1. Open a new window from Window>New Window in attached file.
  2. Now try to go the main window. Unable to go to the main window, means the new window is always in front, but minimizing possible.
  3. By minimizing the new window, again open a new window from Window>New Window.
  4. Now open the minimized window.
  5. Without minimizing both new window, you will be able to go from another new window to another new window, but unable to go the main window.

From my understanding this behavior is expected (at least on Windows Operating system).

@Harley can explain in better way than me ;)

But this worked in Blender 2.92

Short story:

If you are used to the behavior they you got when using Window / "New Window" in version 2.92 then just do Window / "New Main Window" instead. What opens up, how it looks, and how it behaves is identical: an unowned top-level window.

Long Story:

There have been many changes to window creation and maintenance for Windows for 2.93. Child windows are now owned by the parent, so will be on-top of parent and grouped with the parent on the taskbar. Part of this is to address longstanding complaints from Windows users that windows could be "lost" when they went behind others. And users who work with multiple windows spread over multiple monitors prefer that groups of them can be minimized together rather than one at a time. So now windows can be individually minimized or you can minimize all children by minimizing the parent.

Window / "New Main Window" though creates a new top-level window, which is how they used to behave. And then it can be used to make its own children if you desire. Or just make everything from main windows.

More like it was broken in 2.92 and previous versions. Now it's fixed and work as it should, like every other software on earth. (well, almost. The render window is back to it's primitive and savage behavior once again unfortunately)
