Duplicated hotkey disappears from hotkey map (and cannot be reloaded) #90119

Hotkey entry in keymap editor will disappear suddenly upon exact match of another hotkey (and even importing of an older version won't bring it back).

Exact steps for others to reproduce the error

- Open [Preferences] -> [Keymap]
- Find two similar hotkeys and make them exactly identical (in function/parameters/key chain)
- As soon as modified hotkey exactly matches the other one it will disappear
- Even reloading a hotkey config file saved BEFORE the change was made will not bring it back to the hotkey list (yes I realize it can be recreated but the position will be different, and it disappears in a very unnoticeable way).

It is a strangely forceful and permanent change. Really it should not disappear but stay there and perhaps become coloured red or something to indicate a duplicate. There are a number of unintuitive things about the hotkey map which probably don't belong in a bug report, but the way this action causes an entry to be irretrievable strikes me as a bug.

It's very easy to do this when tweaking related hotkeys, it will disappear before you have a chance to complete the changes if you are unlucky in the order in which you make the changes.

Factory preferences works for me. Even Restore button gives back the other keymap.
Checked with custom keymap and still not able to reproduce.
Not sure how keymaps are handled but probably duplicate entries are expected to merge.
Can you make a screen recording to show the issue?
