Library overrides issue with copied modifiers #91688

System Information
Operating system: Windows-10-10.0.19041-SP0 64 Bits
Graphics card: NVIDIA GeForce RTX 3090/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 471.96

Blender Version
Broken: version: 2.93.4, branch: master, commit date: 2021-08-31 09:23, hash: b7205031ce
Worked: (newest version of Blender that worked as expected)

Short description of error
When you copy modifiers to a linked object that you have made library override on, those modifers overwrite the ones already on the object, but then also can never be removed (the X button is greyed out).

Exact steps for others to reproduce the error

  1. Link an OBJECT from a different .blend file that already has a modifer on it.
  2. Hit the shift button to create a library override (related bug: the library override object is invisible in the outliner until you, for example, delete the linked object)
  3. Copy modifiers from a different object to the library override object

Result:

The pre-existing modifiers on the library override object are removed, and the copied modifers cannot be removed.

Expected:

The pre-existing modifers should remain. It says "copy", not "replace" (or at least, the user isn't prompted for the option).

Can't reproduce this issue. in 2.93.4 or master

Not quite sure if I understand step 2 though, I right click object in outliner and select make library override, not aware of other way to make a override.

I don't think modifiers should be added rather than replacing existing ones on the object.
In any case, the add or replace behavior is not the scope of the bug tracker.

It also cannot reproduce the "copied modifiers cannot be removed" issue.
Can you give us more clear instructions on how to reproduce it?

These are the files I used to test:
scene.blend
object.blend
