Cannot create a folder and rename with name: Materials
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Open dialog - Create folder button - Rename with the name Materials.

I think is a protection into Blender but this information is not show for commons users.
Maybe a warning dialog with these exceptions can help users.

Cannot reproduce here in fed4fc9c42.

Please try with File → Defaults → Load Factory Settings to see if you still can reproduce this issue.
Also please try in a different location (like a different folder where the new folder is created).
