Delete Branch "%!s(<nil>)"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Short Description
Linking collection fails on first try (it only moves to other collection instead of linking)
Exact steps for others to reproduce the error
(this will move collection instead of linking in blender file display mode)

Thanks for the report. You need to use {key ctrl drag} to link collection, just dragging will only move collection.
Does that fix your issue?

You can always report bug from your installed blender version: {nav Help > Report a Bug}
This will automatically fill system info and blender version for you
Thank you for the solution Pratik, dragging and holding control when dropping does exactly what I wanted.
I've tested the steps in 3.0 and 3.1 and it behaves the same way.
Not sure if it's relevant that it behaves as "move" on the first tries and later on as "link".
In any case, my problem is fixed with your response.

Only happens in 2.93LTS. I will search for the commit which has fixed this issue on master.

I wanted to clarify something.
This only happens when dragging normally without holding control.
ctrl + drag works always fine for me for linking.
Also, this appears to only be an issue with collections that have just been created. Opening your file in my blender 2.93 lets me link collections without holding control.
The collection 3 disappears from the blender file outliner, but if I disable the filter, it shows up fine.
