Keying preference 'Only Insert Needed' functionality has changed unexpectedly #94719

Short description of error
The behavior of 'only insert needed' option in the animation preferences has changed unexpectedly. The functionality is non-existent when the option is enabled together with 'Only Insert Available' option.
When 'Only Insert Available' is disabled, the 'Only Insert Needed' is behaving as expected, unless the user wants to add keyframes manually (hitting 'I' shortcut) according to the active 'keying set'. When the user has added a keyframe manually by hitting 'I', All channels (active keying set) are keyed, except for the channel(s) that were previously keyed by 'Only Insert Needed'.
Previously, the 'Only Insert Needed' option, gave an error when the user would try to manually put in a keyframe ('I').

Exact steps for others to reproduce the error

  • Open the example file (attached)

  • Go to preferences -> Animation -> Keyframes:

  • Turn on 'Only Insert Needed'

  • Turn off 'Only Insert Available'

  • Set Keying Set to 'LocRotScale + properties'

  • In the viewport make sure you have 'Item' visible in the N-panel to check the keying behavior

  • Delete existing keys on the cube (in Dopesheet) (Or create a new action)

  • Set a key on frame 0 by hitting 'I' to key all channels

  • Set the timeline on frame 10 and only rotate the cube in any direction. This should only put keys on the rotation channels

  • Go to frame 5 and hit 'I' to set keyframes on all channels. This will result in keys on inverted channels. Iin this example, because we changed the rotation on frame 10, rotation is not keyed by the user. This is strange behavior.

The described behaviour was already present in old versions of Blender (tested down to 2.83, but looking at the source code it could have been introduced in 2.5x already). So even if you may have found something that changed recently, what is described in this task did not.
