Short description of error
the wireframe and wireframe opacity sliders are faded in the overlays panel even when they're working.

Exact steps for others to reproduce the error
For better visibility, delete the cube, add a suzanne, press ctrl+3 to subdivide it, then apply the modifier.
In the Object Properties, under viewport display, turn on "show edges" OR set the object to "Display As: Wire".
In the viewport's Overlays panel, drag the wireframe threshold and wireframe opacity sliders. Make sure that you are in solid shading and the wireframe option is off in the overlays panel.
The sliders are faded even though they are working.

Another simpler way to reproduce not using the object's "viewport display settings":
Duplicate the default cube; z->wireframe; Turn off the overlays; Try the wireframe opacity slider in the overlays panel, it will be faded but it is still working.

I wonder if those sliders should be moved from the overlays panel to the shading panel instead. Maybe only when the viewport is set to wireframe shading mode.

Actually it would be better if those sliders were moved to the object's viewport display panel. Then the sliders wouldn't get faded when the overlays are OFF and they still work. And the checkbox would'nt need to be hidden unhidden depending on shading modes, as there already is the per object Wireframe checkbox, so the checkbox in the overlays panel is reduntant. It would be good to remove a redundant functionality from an already cluttered panel. Not a big deal removing that checkbox from the overlays panel since the user would still be able to apply it to all objects by holding Alt and clicking the "Wireframe" checkbox of the object viewport display. The per object wireframe opacity slider would also give users more flexibility, allowing for objects to have different wireframe setting.

@Gilberto.R I would strongly advise against moving the viewport settings for wireframes to per-object settings. It's far mor accessible and easier to manage when wireframes and wireframe opacity are enabled and changed for the entire viewport.

Managing the viewport visibility settings per object can quickly become very tedious, especially since the holding Alt to affect all selected objects is not obvious, and only visible objects can be selected.

But I agree that it would be great to give the user more flexibility by adding the opacity slider to the object visibility settings as well. But this is more of a corner case.

I would advise to instead just not grey out the wireframe sliders. Or ideally only grey them out if no wireframes are currently on any visible object (If this can be detected by Blender).

Looking back at 2.7x, this is how it was done there. In 2.8 the viewport overlays got introduced, which made this feature much more discoverable and easier to use.
