System Information
Operating system: Windows-10-10.0.19042-SP0 64 Bits
Graphics card: NVIDIA GeForce GTX 1070/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 472.12

Blender Version
Broken: version: 3.2.0 Alpha, branch: master, commit date: 2022-04-13 23:49, hash: 0ba061c3bc
Worked: (newest version of Blender that worked as expected)

disabling animated seed still results in the noise pattern not being static between frames:

I'm not able to reproduce that problem here using 3.2.0 Alpha, branch: master, commit date: 2022-04-17 22:21, hash: bf80dc2bd4

Please follow the bug reporting steps and list out the exact steps necessary and provide a small, minimal, .blend file to reproduce the issue.

Here's a few frames using the default non-animated seed (2.93 also shows similar):

Compared to what an animated seed looks like:

I can not reproduce this issue with the system listed below.

System Information
Operating system: Linux-5.16.0-6-amd64-x86_64-with-glibc2.33 64 Bits
Graphics card: NVIDIA GeForce RTX 3060/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 510.54
Blender Version: 3.2.0 Alpha, branch: master, commit date: 2022-04-21 19:10, hash: 74b9c351b9

Is this issue limited to a specific .blend file you have? If so, can you share it?
Are there extra steps that need to be done to reproduce this issue?
You're using a build of Blender that's over a week old, does using a more recent build of Blender help or fix this issue?
The Seed Pattern being grayed out suggests you have Adaptive Sampling enabled. If that is the case, then the render might look like it has an "animated seed" even if it doesn't. BUT only if things in the scene change per frame (E.G. The camera or an object moves)

Thanks for checking. I can't share this file, but I'll upload a simple test file asap.

@Alaska you might have hit the nail on the head. I did have adaptive sampling enabled. I didn't realise this would appear to change the noise pattern.

you can close this down for now if you like. I'm still getting different noise even with adaptive disabled, but it might be to do with the use of handlers in my addon (even though nothing is done other than file management). I won't have chance to test for a few weeks, so I'll re-open a new one at some point.
