Thanks for the report. This happens when any selection mode is active (not just vertex selection mode).
Also, Behavior is consistent in older versions too. This is less likely a bug. Tagging modules for more information

I was able to resolve the issue by exporting the project as an FBX and reimporting into a new project. I am now able to work on masked sections of my mesh while using vertex selection mode.

to clarify, this was an issue where certain faces hidden in edit mode were being unhidden when using vertex selection mode.

I can't reproduce this anymore. Can this be marked as resolved?

Yes, fixed indeed in both LTS and current master.
Guess I should find the resolving commit, we could backport it to 2.93 if fix is straightforward.

Resolving commit: e3801a2bd4
@angavrilov hi, what you think about having this fix in 2.93?

I'm not sure how the fix fits the bug description - the commit fixes the design issue that faces were not hidden when not using any selection mode. I suppose 'always hide faces' may be more reliable than conditional hiding.

Anyway, the fix is quite simple (most of the commit deals with enhancing hide/unhide operators, hiding itself is just a few lines), but maybe it's better to ask the patch reviewers too (@dr.sybren, @ideasman42)?

@angavrilov , my bad. I actually bisected for this condition only.
The original case which has been reported in the ticket is not replicable for me in any version
(I must had considered "vertex selection mode" of edit mode and not the weight paint mode at the time of confirming).
