Cleanup: Rename `#if GPU_USE_PY_REFERENCES` to `#ifndef GPU_NO_USE_PY_REFERENCES`

This is safer for incremental build.

And there was already a macro `GPU_USE_PY_REFERENCES` used elsewhere.
