C3D importer: updated property descriptions and scaling values

Summary

The minimum value for the 'scale' property has been decreased, allowing even smaller scales (some C3D files use huge coordinates).
The effect of the 'from_inches' property has been changed to match its description -- it was a factor 100 off.
I've also clarified the Y-up property description.

First of all, thank you for your improvements... the return values in the ASF/AMC importer and CMU mocap lib were on my todo list for ages now!

Now, to the changes:

  • metres/meters has a more precise meaning - centimetre is also a metric unit. And if we change to metric, we should change inches to imperial.
  • scale range: yep, there are some crazy C3D files around there.
  • inch conversion: you're right... that one escaped me because I've always used it with the option 'auto scale adjustment' on!

Yes, that's why I changed "metric" to "metre". Good point on the US English though, so I'll commit "meter" instead.
