Use 3D cursor rotation for new objects

This patch adds the option to choose between world, view and 3D cursor rotation when creating an object.

This diff was getting a bit old, so I've updated it and made a few improvements too (IMO).

I thought there should be a "NONE" alignment option, so it's clear when the inputted rotation is being used. I also made it so the rotation is hidden with an alignment selected, but it might be better to either gray it out or have any change to the rotation reset the alignment to NONE (although there are some troubles with the latter option, and I'm not sure how to do the former in this panel). Here's a quick demo:

I'll submit a new diff when I fix one little bug with repeat operations.

Works with latest master, and I changed "None" in the clip to "Input"

Neat! +1 since indeed this is not really a new feature but more like a missing part of the new 3D Cursor in 2.80.

Edit: Not sure about 'Input' though, we don't use that word much in other places. Perhaps 'Custom', 'Set', 'Defined'?
