port "Custom Normals Tools" addon to Blender 2.8

I wonder whether this should stay an addon or if we could just make this operator part of Blender directly.
Are there other tools planned because the addon name suggests that there are multiple things in this addon.

It could be part of Blender directly, but I'm confused about what this tool is for.

We have lots of normal tools in edit mode under Mesh > Normals, I would expect flipping custom normals be there as well. Why do we need an operator that works in object mode?

Maybe this is a leftover from before the GSoC custom normals project?

Sorry, I can't really answer that... I never used custom normals before, took me a while to figure out how to make this operator do something. ^^

Maybe @Bastien Montagne (mont29) knows more? Sounds like this addon can be removed anyway.

Yes, that add-on should be removed, we now should have that kind of features in core C code (mostly in Edit mode iirc).
