Fix T59633: Impossible to show only x/y axis in ortho front/side view

Summary

It seems like the axis (and grid) restriction has been lifted in 2.8. You can now toggle those on and off in ortho view.

However for some reason the z axis didn't get this restriction lifted, so you could toggle the X/Y axis on and off in ortho view, but not the Z axis.

I also noticed that the grid_lines (or gridlines) variable doesn't seem to be used anymore (as the grid is infinite in the 3d view now).

However, I didn't remove it as I'm not sure if this will break older blend files or not. Can I simply remove it from source/blender/makesdna/DNA_view3d_types.h and the rest of the remaining places in the code?

I don't know if the new behavior is good though. It seems quite useful to be able to disable the axes in perspective view, but then still see them in ortho side views.

@Clément Foucault (fclem), was this change compared to 2.7 intentional?

Maybe we could add a tickbox to apply the changes to ortho view too then?

I don't think we need more settings, the automatic behavior worked well enough as far as I know.

I don't remember this change to be intentional. So we could revert to whatever the old behavior was.

It seems like it was @Campbell Barton (campbellbarton) that made this change https://developer.blender.org/rBff39cbdc86ce671c91d0bacf5466ff089d4d5b4f . Don't know if it was intentional or not though...

I'm all for making the settings consistent between view modes. But I can also see the usefulness of the settings not being the same from persp/ortho mode.

Reverted to previous behavior since there is no record of this change being intentional.
