Fix T59865 UV editor: vertex snap, active does not make any sense.

Summary

As there is not active element in the UV editor, this should have fallen back to the median point. However, it instead used the actual active mesh element position and caused a lot of weird snaps.

Looks good. I'll commit a modified fix that handles a few more potential failure cases.
