Summary

The mask tools in the Tool Area of Clip Editor where never brought back, after decision was made to postpone proper masking tools to 2.81.
This brings back the Mask Tool Panel in the Mask tab of Masking Tool Area.

This Diff also adds a better Context Menu, which respects whether you're in Masking or Tracking mode.
I have added the most important operators there, with a focus on those that are otherwise harder to access.

From implementation seems fine.

Not sure how this aligns with the UI freeze. @Brecht Van Lommel (brecht) any feedback?

Seems fine to add this back since it was not intended to be removed.

I'll leave review and commit to @Sergey Sharybin (sergey) or @William Reynish (billreynish)

Cool :)
Also, someone at devtalk pointed out that the icons are inconsistent, so I'll update the diff. Also eliminated some whitespace issues. (https://devtalk.blender.org/t/motion-tracking-inconsistent-icons/7903)

I have fixed some inconsistent icons and elimated some whitespace.

I noticed that the "Adjust Last Operation" checkbox was missing from the Clip Editor's View menu, so I added that.

@Sebastian Jansson (sebastian): Do you have more pending updates, or i can apply the patch?

@Sergey Sharybin (sergey) hehe, no other pending changes at the moment, so you can apply. Thanks! :)
