The cache area was being drawn before the markers one so that it was hidden by it.

I don't think that it is a perfect fix, because markers area still overlays first channel in VSE

Marker area covering the first channel is an unrelated issue. It happened in 2.79 too, and will be mitigated when we add the ability to hide markers per editor.

Yes, there is task for this.

I was thinking about drawing timeline in a fixed offset, so this won't happen, but decided to not to do it yet, as it is (IMO) not a big problem.
Also may not be even good solution.
