UI: fix backdrop problems in animation channels region

Summary

There were various problems in the backdrops drawn behind channel widgets, mainly in the graph editor but also for grease pencil and mask layers.

I hope to have understand correctly how the code works for those setting flags.
Also @Antonio Vazquez (antoniov) is there a reason for GP layers names to have that offset on the left or could it be removed?

@Alessio Monti di Sopra (a.monti) I did not develop the dopesheet, but I think the space is to get aligned with the name of the Object.

I don't have a strong opinion to keep or remove this.... maybe @Matias Mendiola (mendio) or @William Reynish (billreynish) have some comments about this.

Note: as the 2.80 RC date is here...is it logic apply these changes now (if they were acepted) or any change must be moved to 2.81?

In Grease Pencil a channel is the same as a 2D Layer. The empty space on the left is not necessary unless we use it to add a layer icon

Seems like a nice little fix.
