Fix T66999: Blender creates new cache for particles with step 10 instead 1

When creating the initial cache (on particle system creation), the default settings were disregarded.
They were only take into account when adding additional caches.

I think we could just remove the default step values as they now will be the same regardless.
However, it is worrying that we do not take into account these extra settings on creation. So I'm thinking we would need to do a rewrite to fix this properly.

This is ok for now. Step size really should always be 1.

Later we can remove pid->default_step and have a BKE_pointcache_init() function that initializes the point cache to defaults.
