Part of T66420

Option for snapping to the nearest point of a reference coordinate.
The patch also adds Edge Center and Perpendicular snaps to the ruler.

Testing this and I don't follow the logic being used, it's using the initial offset to snap to an edge in a way that isn't easy to understand.

I'm trying two cubes, with different offsets and rotation. While I can check the logic of the code - from a user level, after trying this for a few minutes - I couldn't explain the purpose of this.

Would like to have this tested by other users before committing.

Should mention it can be NULL.

Talked on chat, I understand how it works now.

This is mainly useful when moving single vertices and snapping to edges
not entire shapes.

Would be good if the tooltip could include this information.
