GPencil: New option to fade not selected objects

Summary

Before, it was only possible to fade the active object. The new option allows to fade all non gpencil selected object. This is a common request by artists.

It's all fine, just final tweaks:

  • Move the control to bottom
  • In order to clarify that now the fade control include all objects and not only those that are not Grease Pencil, I'd change the name to "Fade Objects" and update the tooltip to "Fade all inactive Objects"

I will move the Layer Fade in the panel in a different patch when this parameter will be used in all modes. Now, as the fade layers is visible or not, it's better keep the fade object parameter above to avoid changes in the position of the parameter depending of the mode.
