Foremost, I am incredibly sorry if this is not a bug and a user error. I have tried my best to solve this issue but have been unable to. Thanks.

System Information
Operating system: Windows-10-10.0.19043-SP0 64 Bits
Graphics card: NVIDIA GeForce RTX 2080/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 497.29

Blender Version
Broken: version: 3.2.0, branch: master, commit date: 2022-06-08 10:22, hash: e05e1e3691
Worked: 3.1.2

Caused by 80859a6cb2

Short description of error
When the object (GEO-chair) is rotated along the z-axis, the strength of the displacement map fades towards zero before increasing in the negative values (becoming inverted).
This happens in Blender 3.2.0 and newer.
The issue does not happen in Blender 3.1.2 (There is a large visual difference between the two versions of Blender)
The issue does not happen in Cycles rendering.
The issue does happen in Eevee rendering and viewport material preview.

Exact steps for others to reproduce the error
After adding texture maps to object via Node Wrangler (exported from Substance Painter) in Blender 3.2.0, displacement is affected by objects rotation. I first discovered this after adding an asset to an object with rotation via the asset library.

Simplified file to reproduce the issue. A Z rotation node with a driver was inserted to cancel out the rotation of the object to demonstrate the difference. In 3.1, the displacement is constant regardless of rotation. In 3.2+, the displacement change across rotation. Might be related to #97916.
