Blender Version
Broken: version: Blender 2.83.18, Blender 2.93.6, Blender 3.2.1, Blender 3.4

Short description of error
Passes that were enabled for Cycles show up for eevee/workbench even if they should not.

Exact steps for others to reproduce the error

  1. Fresh start-up
  2. Switch to Cycles
  3. Enable all render passes
  4. Switch to Eevee/Workbench
  5. Disable all render passes except Combined
  6. Render the image
  7. Notice Vector, Position, UV, etc. in the Pass dropdown

Alternative:

  1. Fresh start-up
  2. Enable all render passes
  3. Switch to Workbench
  4. Render the image
  5. Notice Vector, Position, UV, etc. in the Pass dropdown

Can confirm (sort of).

First off: we are talking about passes (not layers), right?
These are view layer settings (so independent from the renderengine), so more of a UI thing to exclude Cycles passes if Eevee is your engine.
But still, would be better to hide something that is not relevant in the eevee context.
