Worked: (newest version of Blender that worked as expected)

Short description of error

The currently open file is always the last in the file browser when appending. For instance, the v5 file in the following example is the one currently open and is always the last one regardless of the sorting option.

I can reproduce this, but it seems to be the expected behavior. The last file in your case is the file you have opened, so it can't be used as a library for appending, and is given the least priority in sorting. This is similar to how directories are always listed first, regardless of their names, but the directories themselves are sorted.

I have set up a directory with equally named files -- and it works on my side.

Is this a symlink (not sure how these are called under Windows)?

Sorry, but this doesn't seem to be expected behavior from the user point of view. There's absolutely no excuse for not sorting alphabetically when user explicitly decides to sort alphabetically. Whether the file is open or not should have absolutely no impact on the sorting. Users should not have to know this deeply obscure piece of information to be aware that the alphabetical sorting does not behave predictably.
