Open the .blend file atached, scale the bone named "control" (the small) up to 3 and before accepting the transform just cancel (esc / right button)
the bones "low" and "up" keep the transform applied by the driver (it also keeps the value) until, for example, you move the bone "control".

The only way to really solve this problem is a recode and redesign of the internal 'scene graph' that handles dependencies well.
I move all such reports to wiki to validate this in later in stage.
