keyboard event missed when toggle too fast

Description

while matchmoving I noticed blender was missing/skipping some keyboard event when doing it to fast.

using the left and right arrow key very past to compare two frames in MCE, I noticed sometimes blender would skip an event since it would go more than one frame. For instance:
- click left (goes previous),
- click right (goes next but skip/missed this one)
- click left (goes previous again)

so I would guess is is related to keyboard event.

This indeed happens when you're pressing one button before releasing previous. Can remember several reports about this, can't remember if somebody is working on this already or it was moved to todo..

There's this "key modifier" system in Blender, that makes it possible to use any key as a modifier key. If you press right before releasing left, it will interpret this as press right key with left key as modifier, which doesn't match any operator.

Described behavior is helpful in cases like grease pencil drawing. Ideally two non-modifier keys pressed together should be trated as two separated events if there's no operators assigned to event with modifiers. It's not really easy to implement nicely with current event system and we've got some things to be rethinked related on double click and tweak events, so probably better to handle all of them togeter.
