FIX: python KX_SoundActuator::startSound no longer requires an existing handle to play:

If you look at the C++ code, you will notice that in startSound you NEED to have played the sound using logicbricks before playing the sound with Python. There doesn't seem to be a technical reason for this. With that in mind I lifted this requirement by moving play() out of the handle != NULL condition.

Thanks for reporting this bug, I fixed it just a little bit differently, to not duplicate the play call.
