The snap tool provides two destinations:
The snap tool should provide 4 separate snap methods,
where all methods move the selection but keep the relative
vertex locations intact:
Snap active to grid
Snap geometry to grid
Snap active to cursor
Snap geometry to cursor
Go to Edit mode
Select any number of vertices
Mesh -> Snap -> Selection to Cursor
Now the entire selection is merged to the curor position
Now the active vertex is moved to the nearest grid location
and all other verts move in parallel.

not sure your observations are entirely true. It seems "Mesh -> Snap -> Selection to Grid" will determine the closest grid location for each vertex and snap it there...
So "the active vertex is moved to the nearest grid location and all other verts move in parallel" is not the case in certain situations.
For example:
will result in a square...
Though I like your suggestions of having "snap" respect the active element and move the rest "in parallel" (might have a go at this later)
