The provided Collada File contains the Collada XSI extension from softimage, see also: http://collada.org/mediawiki/index.php/COLLADA_XSI_extension
Blender does currently not support that extension. Maybe softimage supports another export option which generates commonly used data instead ?
Our first goal will be to support exchange with Autodesk products (Maya in first place). I am not yet sure how we can handle collada extensions in an efficient way at all.

So that means no solution in a short time, right? :-/ hope you can have a look later, it would be awesome to have someway to import/export camera information, I tried several formats and looks like this is actually one of the most difficult things to accomplish, we have severl formats to export geometry and animation and works quite decent but nothing for camera animation :-(

Blender not supporting some applications extensions isn't a bug, best move these kinds of reports to TODO.
