Timeline: draw current frame after keyframes #36381

%%%The green line that marks the current frame in the timeline can become invisible if there are too many yellow lines from keyframes. This can happen when importing a BVH, which causes a keyframe at every frame. I've attached a Blend file that contains such an animation. When zoomed out enough, the keyframe-lines form one big yellow block, and it's no longer possible to see what is the current frame.

If the keyframes would be drawn first, and then the "current frame" line on top, I think this issue would be fixed.

Tested on Blender 2.68a on Win8 64-bit.

However, in general it's not quite as simple as just drawing the current frame indicator on top, since normally if we draw it on top (like we used to at one point), then it becomes impossible to tell if there's a keyframe on a frame or not%%%

%%%We also wanted the time editors to not show keyframes on every frame for captured or baked imports. That slows down UI quite some and doesn't have much meaning.

I'm doing a tracker cleanup, this is typical an issue to mark in our todo for when people want to do maintenance work on editors. Or for new developers to have nice jobs to practice coding with. I added that here:
