viewport performance drop (Region Overlap) #37804

System Information
Operating system and graphics card
OS: Windows 7 64bit
GPU: NVIDIA Quadro K4000 (driver: 331.82)

Blender Version
Broken: Blender 2.68 r61235
Worked: cant remember but probably 2.67 or when it was introduced (maybe driver issue?)

Short description of error
when enabling Region Overlap i get a huge performance drop in the viewport. as you can see in the pictures i get roughly a 300fps drop in a empty scene. when having some models in there it gets really bad.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

  1. make sure vsync is disabled for your gpu
  2. make sure the render fps in blender is high enough since this is linked to the viewport fps
  3. create a new scene
  4. start a animation to see the viewport fps (alt+a)
  5. open the user preferences and enable/disable Region Overlap and see the difference in fps

This is a known issue, performance of this kind of transparent overlap drawing is not good at the moment because it has to redraw the buttons everytime the contents of the 3D view is drawn. The performance difference is much smaller though if the 3D view contains more complex data than a cube though, comparing such high frame rates is not really indicate of real world performance. The fact that it's slower is not considered a bug at the moment.

But, since this was enabled by default, we will either revert that change, or fix the performance. That's part of task #37518 (Blender Default Settings: Preferences).
