De-couple Hidden Wire from Edit Mode, and make it apply globaly

Hidden Wire should be a global display change (affect all objects), and should work in all modes. This change is needed for unifying the shading menu.

Great project. I have been wanting this in blender for a long time . One instance where hidden-line mode is extremely useful is while matchmoving objects and characters ( rotomation ) . Looking forward to this getting implemented.
