Viewport splitting in Local mode is incorrect #40026

This is problematic on large scenes where the object you edit can be instantiated.
For example a high poly tree or a character with fur you are working on local mode.
Once you split the viewport the OpenGL viewport hangs blender because it tries to instantiate the object
which you were working on in local mode with all modifiers and in Solid mode.

Exact steps for others to reproduce the error
Start blender. Add some random objects. Select one and press "" to enter local mode.
Now split the viewport. The newly created one is not in local mode, it shows the entire scene.

Maintaining the local view while splitting is simply not supported currently.

Also Blender is limited to 8 local views, supporting splits is not so simple.
