Delete Branch "%!s(<nil>)"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

(I tested this on two different computers:
Asus P8P67M/i7 2600k, Windows 7
Lenovo IdeaPad S510p, Windows 8.1
Blender Version
Broken: 2.70a
Worked: 2.69
Short description of error
Results:
Also note: This happens whether Background Images are embedded or pulled in by Blender at file load time.
Based on a (as simple as possible) attached .blend file with minimum amount of steps
BackgroundImageBug.blend
Changed status to: 'Open'

Forgot to mention:
When a file created in 2.70a is opened in 2.69, the Background Images are there, the 'view' intact.

Not sure how to reproduce the bug with the file you've attached. I've opened it in blender 2.70a, saved, re-started blender, opened file again and bg image is there.
Also, are you using 64bit or 32bit blender?
64-bit on both computers.
Sorry, please disregard. Seems my config is corrupted (on BOTH machines); I deleted it and now the 'bug' is gone. (sigh)
This explains why nearly every bug I've reported over the last couple of years has turned out to be non-reproduce-able. This corrupted config apparently goes back a looooonng way.

I ran into this problem again this morning.
History:
After the first time, I nuked my config and rebuilt it from scratch. I then backed up the new config.
This morning, this problem arose again, so I immediately backed up the broken config, too.
By switching back and forth between the two configs I was able to turn this problem on and off.
I used WinMerge to narrow down which file is causing the problem (userpref.blend) and I could see at least one difference between the files. But since it's a binary file, I have no way of knowing what those differences mean.
To reproduce the problem:
You'll see that the embedded background image is no longer available.
Control
To reset to a working state, replace the user prefs with the "working" version provided.
Now the background image is available.
I've included both working and non-working versions to make it easier to find the problem. Hope this helps.

Also, try disabling autoperspective in your settings and see if it helps.

Does it mean disabling auto-perspective helped you?
I just checked the auto-perspective setting and it's enabled in both the working and non-working configs.
So, I'd say, no. It didn't help.
Just for clarity: When I said, "Dude! Thank you," I was referring to the information about how to attach a second file.
It's still assigned to self and i'll look into it soon, don't worry! :) The issue will be looked into, it's just matter of fact we've got order of magnitudes more bugs than developers which might lead to some delays in responses.

Finally got time to solve this issue. but that's not actually a bug..
You've got Load UI disabled in your user preferences (File tab). Since background images belongs to the UI (they're stored in 3D viewport) they wouldn't load with the file. So in order to solve your issue just enable loading of the UI :)
Okay, thanks for sorting it out.
It never would have occurred to me that those two things were tied together. Perhaps you could put a bug in someone's ear and suggest they be decoupled at some point. I know, that's waaaayyyy in the future; too many other priorities, but still, it's not documented (or at least, not easily found) and shouldn't be interdependent from a logic point of view. They really have nothing to do with each other.
Just my thoughts; no need to follow up.

It's not just opening .blend without loading UI, but also some weird things going on with the undo system as well.
I guess I can't ask for more than that. :)
