First clicked button does not delay like other buttons when using multi button editing #40533

Short description of error
The first button slider clicked will start changing, even before the limit for dragging is reached.
It's a bit hard to describe, so here's a video of the issue: multi_button_issue0001-0500.ogv

This occurs with and without continuous grab enabled, but I disabled it so that the cursor is visible for the purpose of the recording.

Exact steps for others to reproduce the error

  1. Open blender
  2. Drag almost straight down, but a bit to the right (or left, if you are dragging a property which can be negative)
  3. Note that you can edit the value of the first clicked button, while multi selecting buttons.

This is intentional, the reason for this is there needs to be some horizontal wiggle-room when dragging down, without this, its far too easy to accidentally move the mouse horizontally by accident

@ideasman42 I mean that the top value changes before the "wiggle room" threshold is reached, and then when it is reached, this causes all the other values to jump.

This seems okay now that I think about it some more.. I first noticed this before the values were clamped when multi button sliding, and without clamping this was more of a problem.
