Maximize not restored when opening Blender #40593

Short description of error
When launching Blender the window restores it's size and position correctly but doesn't restore it's maximized state which is a slight nuisance.

Exact steps for others to reproduce the error
Launch Blender, maximize it, close blender, relaunch blender. You'll see the size and position are there but it's not maximized.

Blender will only save it's window position and settings only when you save startup file (Ctrl-U). My guess is that windows itself tries to be smart and stores window dimensions, but don't think it's in Blender control.

So please start blender, maximize it, save startup file and see whether it works for you.

Yah that didn't work, it still starts up not maximized. I also tried this on other applications on my computer and either through Windows or their own devices they all remember their maximized state and previous position

I actually remember this problem occurring even when I was on Windows 7, it's only just now that I decided to submit a bug report for it.

On windows 7, 64 bit, with dual monitors, I am unable to reproduce this behavior. I started Blender, clicked to remove the splash screen, set the window state, pressed ctrl-u, and saved startup. I then quit and restarted. The window state returned as I saved it in the startup.blend file.

For completeness, I did the following:

Window state Monitor
Maximized Primary
Restored Primary
Maximized Secondary
Restored Secondary
Maximized Secondary, disconnected

For the maximized on the secondary monitor, I saved the startup file, quit blender, disconnected the second monitor, started Blender. It appeared on the first monitor maximized. I quit Blender, reconnected the second monitor, and it launched maximized on the second monitor.
