MIP Map is generating strange noise in texture, Blender Internal.

System Information
Ubuntu 14.04, nVidia GT620

Blender Version
Broken: from 2.66.
Worked: 2.64 and earlier.

Short description of error
There's a texture with alpha (just a glow) in a plane. When MIP Maps is on, the texture is noisy. When is off, it is OK

Exact steps for others to reproduce the error
Open the file, render the scene. Check MIPMaps off and render again.

If color slider is disabled, problem disappears at render.
If ramp is enabled in colors panel, problem disappears in texture preview, too.

@Sergey Sharybin (sergey) - Please note that the .png file that is being used to map the glow already shows signes of color banding (also known as 'stepping' and 'ringing'). This is probably being aggravated by the mapping process.

The filter also influences it.

Filter size and filter type can also make it disappear.
