Create a torus and cause the outer four faces around the rim to be flat with each other. At this point loop select still works.
then with the same outer four choose subdivide. now the topside/bottomside outer rim will not loopselsect, occurs the same regardless of the "smoothness" setting of the subdivide function.

May be related to the fact the outer rim of the object is caused to change by the subdivide function (These edges do not loop select now either). But even if it did, the faces should still be selectable.

Pretty unclear what you are doing, but at a guess you are creating Ngons and trying to loop select across them. Loopselect will terminate at junctions where the direction is ambiguous. This is IMO not a bug, If you still do not understand what it is doing post a more detailed description - hint: when you say 'outer four faces of a torus' people can only guess which ones you mean.

Yep, loop select ends at vertices where it can’t find an 'opposite' edge to continue on (i.e. an edge such that on each side of the line defined by (prev edge, next edge) you have the same number of other edges from that vertex).

well in a 2d sense it is four outer faces (on either side), i should have said four outer rows for 3d.

Yes, but i am selecting faces not verticies (or edges) and the faces ARE aligned and the face edge of the neighbouring face is the same length as the face edge of the face i click (in the direction i indicate).

Ok i will provide a picture.

I have added a torus,
ring selected the outer four rows
applied smooth vertex
And then,
after i choose subdivide, the row above and below subdivide's selection can no longer be selected with ring select.
