Hi, currently most themes still have some errors & are being fixed by myself & committed.
I have also started a design challenge for themes here:
http://blenderartists.org/forum/showthread.php?347075-Themes-Competition!
The goal of this "Competition" is to both update & refresh the current themes list.

Themes in release will be updated & I would propose the number of built in release themes be increased from 5 to 6 themes.
Elsyiun theme could be relegated to contrib themes & replaced with the best new theme submitted & one new added.

Themes in contrib will be updated where possible & those not updated removed from contrib & replaced with fresh current themes from the competition.
Max & Maya themes are outdated in blender & outdated in software release for respective programs.
Zbrush is not updated.
These could be removed as there's no maintainer for these themes.
This would make way for replacement themes that are better designed & have maintainers.

Originally I provided many themes to release & contrib & worked with ideasman42 to provide the current themes list when the .xml themes code was first written.

As most theme writer's don't have commit rights, I will submit a patch for new themes once the competition has ended & the best new themes are tested fully.

To follow up on the proposal:

With release themes, we put together the best list we could at the time. Now that themes have matured & been around for a while & there's need to update for new themed ui elements, the time is right to make changes. With contrib themes it was/is similar.

Changes to be made will reflect the following:

Release Themes:(Maximum 8 Allowed) (currently 5)
2 light themes, 2 dark themes, 1 retro theme, 3 'designer' themes.

Contrib Themes:(Maximum 12 Allowed) (currently 9)
5 software based themes, 5 'designer' themes, 2 'wild card' themes.

Note:
There are some long term Theme Authors who do update regularly.
Preference will be given to theme authors who are prepared to submit patches/updates here

The themes competition has brought several new themes to contrib. The themes chosen have maintainers & are regularly updated.
I had to adjust many themes as they were missing current theme able elements.

My proposal is now this:

Shortly after 2.72 release the following:
science lab (new) by yii7
graph (new) by vitorbalbio
softimage update by aermartin
blender24x update (new) by rrtk
Will be submitted as a patch for inclusion in 2.73 release.
This will mean an increase from 5 to 8 themes in release, given it's two years since ant themes were added to release, I think this is a fair increase.
